With the amount of effort you have put into trying to remove it I would say lacquered edge, it will be difficult to remove as it will need feathering in, I would guess a complete relacquer may be needed.

 

Is the line ' raised ' or has it got ' depth ' when you run your fingernail over it?

 

halfords do a 5 litre can of foam wash, for about a tenner, I use it on my car and monster.
If you are worried about using a pressure washer, the foam is delivered at low pressure and high volume.

 

What ever you do chuck the T cut in the dustbin..............
