Think about it. Your a farmer with TB on your farm probably for the umpteenth time (which loads have down here) which means DEFRA are all over your land regularly and they find 5 dead badgers that are either shot, gassed etc that were dug up by the walkers dog or a fox etc etc in your field. So you leave them somwhere with no connection to you that you can do in seconds. Ie roll them off your truck onto the road. Some farmers are quite open about it to other farmers and people they trust.
