I doubt the pool pump could have sucked under three people - perhaps a small child?
Possible cold water shock?
Possible panic by one, two or all?
Possible inability to swim or swim well, especially not well enough to support one or two struggling panicked teenagers?

The Guardia investigation may not be up to Scotland Yard level, but its also possible that this was an initial check to ascertain whether there was an obvious cause and that the process is on going. Given that by now there will be UK press all over the resort who are reporting every move, the pressure on all authorities in Espana from the UK Foriegn Office will also be considerable. Its unlikely that they will want to be shown to be imbeciles and I'd expect that the Guardia's finest will also be on the scene by now.

I would think there will also be a coroners inquest from the UK, I have no reason to believe that UK Police are any more competent than their Spanish counter parts
